Narrative:

WX delay caused late duty out and less than 9 hours rest in 10/88. Immediately upon noticing this captain checked regulations and called crew scheduling to inform them of the problem and that 10 hours rest would be needed this night and that only 8 hours and 10 mins were scheduled. Scheduling made the decision to replace the crew for the overnight and the first round trip the next day. We were to duty in at XA00 central time in 11/88. We dutied out at XK35 on 10/88 after heavy WX delays. Next day the manager of crew scheduling called me at home and in an angry tone told me to 'report to (the chief pilot's) office in uniform.' meeting with the chief pilot revealed that in the manager of scheduling's opinion I had not conducted myself or my affairs concerning the above incident properly, even though I had caught scheduling's error in not providing enough rest and called them immediately upon my realization of the problem. It was obvious he was trying to teach me that next time I better be quiet and fly illegal or I would be in serious trouble. This person is new to the company and is using scheduling tactics that are very questionable as far as legalities are concerned. On top of that, the pilots are pressured and harassed into breaking regulations. Maintenance is another problem here. We are given heavy pressure to not write up discrepancies and fly illegal airplanes. On time performance and not having flts cancelled is leading to an air of unsafe pilots and airplanes. It is very difficult to stick to the regulations under such pressure. Every day you are scared to stand fast fearing disciplinary actions or termination.

Title: SCHEDULING WITOUT ADEQUATE REST PERIOD.

Narrative: WX DELAY CAUSED LATE DUTY OUT AND LESS THAN 9 HRS REST IN 10/88. IMMEDIATELY UPON NOTICING THIS CAPT CHKED REGS AND CALLED CREW SCHEDULING TO INFORM THEM OF THE PROB AND THAT 10 HRS REST WOULD BE NEEDED THIS NIGHT AND THAT ONLY 8 HRS AND 10 MINS WERE SCHEDULED. WE DUTIED OUT AT XK35 ON 10/88 AFTER HEAVY WX DELAYS. NEXT DAY THE MGR OF CREW SCHEDULING CALLED ME AT HOME AND IN AN ANGRY TONE TOLD ME TO 'RPT TO (THE CHIEF PLT'S) OFFICE IN UNIFORM.' MEETING WITH THE CHIEF PLT REVEALED THAT IN THE MGR OF SCHEDULING'S OPINION I HAD NOT CONDUCTED MYSELF OR MY AFFAIRS CONCERNING THE ABOVE INCIDENT PROPERLY, EVEN THOUGH I HAD CAUGHT SCHEDULING'S ERROR IN NOT PROVIDING ENOUGH REST AND CALLED THEM IMMEDIATELY UPON MY REALIZATION OF THE PROB. IT WAS OBVIOUS HE WAS TRYING TO TEACH ME THAT NEXT TIME I BETTER BE QUIET AND FLY ILLEGAL OR I WOULD BE IN SERIOUS TROUBLE. THIS PERSON IS NEW TO THE COMPANY AND IS USING SCHEDULING TACTICS THAT ARE VERY QUESTIONABLE AS FAR AS LEGALITIES ARE CONCERNED. ON TOP OF THAT, THE PLTS ARE PRESSURED AND HARASSED INTO BREAKING REGS. MAINT IS ANOTHER PROB HERE. WE ARE GIVEN HEAVY PRESSURE TO NOT WRITE UP DISCREPANCIES AND FLY ILLEGAL AIRPLANES. ON TIME PERFORMANCE AND NOT HAVING FLTS CANCELLED IS LEADING TO AN AIR OF UNSAFE PLTS AND AIRPLANES. IT IS VERY DIFFICULT TO STICK TO THE REGS UNDER SUCH PRESSURE. EVERY DAY YOU ARE SCARED TO STAND FAST FEARING DISCIPLINARY ACTIONS OR TERMINATION.
