Narrative:

OJT was in progress at R21; an ojti was in charge of the sector and I was giving a skill check to the developmental at the time of the oe. We were given a prop at 110 that we climbed to 160 and turned direct csg. The prop should not have been climbed since the LOA states props off satellite are climbing to 110. The ojti told the developmental to stop the tbm at 110. The tbm climbed to 112 then back down to 110. The d-side made a point out with A80 departure and A80 approved the point out. The developmental climbed the tbm to 160. A80 handed off the MD80 at 140 to us with a converging course with the tbm. The developmental stopped the tbm off at 130 but the tbm was at or around 135. Visual separation was tried but loss of separation was 20 seconds earlier. Recommendation: just tell the developmental to keep the tbm or similar aircraft at 110 when departures are cleared off behind the aircraft in question.
