Narrative:

Aircraft #1 entered pattern on standard left downwind. Aircraft made radio call entering pattern; called left base and called final approach. Aircraft #2 was not on CTAF and was taxing for takeoff runway 24. Aircraft #1 was landing runway 24. Aircraft #2 had to leave the runway midfield because aircraft #1 was on final. There is a perfectly good taxiway available which has been closed. The closure was due to a new regulation survey dictating a wider path. The taxiway was in use for over 25 years. There should be a waiver issued to allow reopening of old taxiway. I can see that it would be safer to open the closed taxiway to avoid possible accidents.

Title: A pilot reported that because the 60J parallel taxiway is closed aircraft must taxi on Runway 6/24. As a result an aircraft had to taxi off the Runway 24 and he had to execute a go around in order to mitigate a conflict.
