Narrative:

Upon contacting pit approach inbound to kbvi; I was given instruction to proceed to hadji intersection for vectors to localizer 10 approach at kbvi. The track to hadji was within 25 degrees to the inbound localizer course. Hadji is not the final approach fix; but the initial approach fix. No further vectors were given and pit approach's last comments were; 'maintain 3;000 ft until hadji; cleared for approach.' the localizer 10 approach depicts a procedure turn at hadji via a hold. I crossed hadji on a heading and course with the strong upper winds essentially on an inbound course heading at hadji. I told pit approach I was established inbound and they told me to contact bvi tower. No vectors were given. I look back wondering if I should have made a hold entry procedure turn. It was a radar environment and I thought I was going to be given vectors. The entire flight was without incident and nothing was said about my approach track.
