Narrative:

Departed lorain, oh. Climbed to 4500'. Talked to dayton, oh approach. They gave me transponder code after I left dayton airspace. We flew direct nabb VOR. Twenty mi off 038 radial, an fgt flew across my flight path at about 1000' above me. A second fgt approached my left wing tip and was approximately 50' same altitude. He flew with me for about 40 seconds or so. The first fgt came around and across my flight path about 500' above and 1/2 mi in front and dropped what appeared to be 15 or 20 flares in front of my aircraft. The fgt did a 360 degree roll and went behind me, did not see again. I checked my map, we were 20 mi off 038 degree right to nabb. I stayed on course and continued to awm. Would like to ask you, if I may, what was it that he shot out of fgt in front of me? Callback conversation with reporter revealed the following. Reporter felt fgt's were just playing around. Received call from FAA. Talked to base commander. Has received letter of intent to violate from FAA.

THE FIRST FGT CAME AROUND AND ACROSS MY FLT PATH ABOUT 500' ABOVE AND 1/2 MI IN FRONT AND DROPPED WHAT APPEARED TO BE 15 OR 20 FLARES IN FRONT OF MY ACFT. THE FGT DID A 360 DEG ROLL AND WENT BEHIND ME, DID NOT SEE AGAIN. I CHKED MY MAP, WE WERE 20 MI OFF 038 DEG R TO NABB. I STAYED ON COURSE AND CONTINUED TO AWM. WOULD LIKE TO ASK YOU, IF I MAY, WHAT WAS IT THAT HE SHOT OUT OF FGT IN FRONT OF ME? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING. RPTR FELT FGT'S WERE JUST PLAYING AROUND. RECEIVED CALL FROM FAA. TALKED TO BASE COMMANDER. HAS RECEIVED LETTER OF INTENT TO VIOLATE FROM FAA.
