Narrative:

Right engine itt red-lined in the climb. I noticed the N1 was about 5% above the climb limit target. I pulled the thrust lever back. Engine began to fluctuate by about 5% up and down every 10 seconds or so. QRH for engine fluctuation had us turn the engine speed switches off. We did and continued to our planned destination. This incident is not isolated. When I got to the gate to call the writeup in; someone else in another aircraft was calling in the same thing at the same time. From my perspective; this seems to be an issue with the age of our aircraft and the company's inability to retain experienced mechanics.
