Narrative:

An mlt on a takeoff or go around from the northwest runway at fairchild AFB passed directly under my aircraft while on a left hand visual approach to geg runway 3. This traffic passed about 100' under our flight path with a maximum sep of about 300'. Approach control only gave us traffic for geg runway 3 as an light transport who would circle and land on runway 25. No mention of the mlt by approach or tower. We told the tower of the near miss and on the ground tower advised us that everyone had us in sight. The light transport was absolutely no factor for our approach. I have complained in the past to geg approach control about mixing up fairchild and geg patterns and have suggested that all circling approachs to runways 3 and 7 be right hand from the south side of the airport. This was very sloppy and inadequate ATC handling and almost resulted in a major disaster. Callback conversation with reporter acn 97522: ascertained the large transport was directly over ska heading southbound on base. Had seen the mlt on approach to runway 5 at ska but then had directed attention to sighting light transport given as traffic to follow. Figures mlt made missed approach and pulled up too fast causing the near midair collision although tower did report mlt had large transport in sight. Stated geg does sometimes use right downwind for runway 3 operation but nothing standard. Ascertained reporter's certificates and flight time.

Title: NMAC BETWEEN ACR-LGT AND MLT.

Narrative: AN MLT ON A TKOF OR GO AROUND FROM THE NW RWY AT FAIRCHILD AFB PASSED DIRECTLY UNDER MY ACFT WHILE ON A LEFT HAND VISUAL APCH TO GEG RWY 3. THIS TFC PASSED ABOUT 100' UNDER OUR FLT PATH WITH A MAX SEP OF ABOUT 300'. APCH CTL ONLY GAVE US TFC FOR GEG RWY 3 AS AN LTT WHO WOULD CIRCLE AND LAND ON RWY 25. NO MENTION OF THE MLT BY APCH OR TWR. WE TOLD THE TWR OF THE NEAR MISS AND ON THE GND TWR ADVISED US THAT EVERYONE HAD US IN SIGHT. THE LTT WAS ABSOLUTELY NO FACTOR FOR OUR APCH. I HAVE COMPLAINED IN THE PAST TO GEG APCH CTL ABOUT MIXING UP FAIRCHILD AND GEG PATTERNS AND HAVE SUGGESTED THAT ALL CIRCLING APCHS TO RWYS 3 AND 7 BE RIGHT HAND FROM THE S SIDE OF THE ARPT. THIS WAS VERY SLOPPY AND INADEQUATE ATC HANDLING AND ALMOST RESULTED IN A MAJOR DISASTER. CALLBACK CONVERSATION WITH RPTR ACN 97522: ASCERTAINED THE LGT WAS DIRECTLY OVER SKA HDG SBND ON BASE. HAD SEEN THE MLT ON APCH TO RWY 5 AT SKA BUT THEN HAD DIRECTED ATTN TO SIGHTING LTT GIVEN AS TFC TO FOLLOW. FIGURES MLT MADE MISSED APCH AND PULLED UP TOO FAST CAUSING THE NMAC ALTHOUGH TWR DID RPT MLT HAD LGT IN SIGHT. STATED GEG DOES SOMETIMES USE RIGHT DOWNWIND FOR RWY 3 OPERATION BUT NOTHING STANDARD. ASCERTAINED RPTR'S CERTIFICATES AND FLT TIME.
