Narrative:

While receiving vectors for an approach; our crew noticed a puff of smoke on the flight deck and in the cabin. We declared an emergency; ran the QRH; and landed. All indications of smoke cleared prior to landing. We had crash fire rescue equipment inspect the outside and inside of the aircraft. Thermal imaging showed no abnormalities. The fire department followed us to the gate and we deplaned normally. There were no injuries. During a maintenance post flight inspection; operation of the left pack caused it to auto-fail and produce a similar smell as during flight.

Title: A CL-600 flight and cabin crew detected a puff of smoke while being vectored for an approach. They declared an emergency; landed and were inspected by CFR. A maintenance inspection discovered a malfunctioning air conditioning pack that emitted an odor similar to that which accompanied the smoke in flight.
