Narrative:

Beginning takeoff roll at approximately 20 KTS; as I advanced the throttles; got an elac 1 ECAM. Aborted the takeoff; advised ATC; and made next turn off of runway. We went to the pad; called maintenance and referenced the FMGC guidance; unable to rectify; so returned to the gate. Maintenance found fault in the first officer's side stick with a lengthy fix time. The aircraft had history a week earlier. Called duty manager and advised him that the first officer and I were good to continue. We got a new aircraft and departed approximately 2 hours late.

Title: An A319 First Officer's side stick failed as the takeoff commenced; the ECAM alerted ELAC 1 which caused the Captain to reject the takeoff and return to the gate.
