Small aircraft called for clearance off a satellite airport (3a9). Was cleared as filed, maintain 5000', expect 15000' in 10 mins. Aircraft departed, reported airborne. Was instructed to climb to 15000', altitude should have been 10000'. ZTL's airspace begins at 11000'. Approach airspace ends at 10000'. When aircraft left 10000' for 15000', the violation occurred. Should double/triple-check altitudes to be sure proper final altitude is given.
