The captain's O2 mask head strap didn't inflate. We repositioned the jump seat mask for his use. [We] contacted dispatch; maintenance control; and the duty officer. [We] descended to FL250 for remainder of cruise.

Title: A B737-800 flight crew adapted the observer's O2 mask for the Captain's use when the inflatable headstrap for the Captain's failed. They also descended to FL250.
