Narrative:

We have been ordered to use non-standard phraseology to pilots to taxi aircraft to the runways. To taxi an aircraft to the runway; our mandated phraseology is 'taxi to alpha 1 run-up area via alpha; expect runway 17L' or 'taxi to charlie 1 run-up area via the ramp; expect runway 10'. When the aircraft calls ready for departure; our mandated phraseology is 'runway 17L; taxi via alpha 1; monitor tower'. When I issued the runway assignment to aircraft X; he first stated 'taxi to A1...' and did not read back the runway' and I had to reiterate the runway again and he stated 'runway 17L' and he switched to tower. There was no one on final and when local control grabbed for the strip to clear the aircraft for departure; he observed the aircraft crossing the hold lines at taxiway A1. This has happened on numerous occasions since we made this phraseology change. When I gave these confusing instructions to another pilot about an hour earlier; even he stated on frequency that he was confused as to the instructions that were given to him and please repeat them which I did. Today; I had 4 aircraft who did not comply to my instructions by pulling up to the runway hold lines and not into the run-up area to do their run-up. Recommendation; stop using non-standard phraseology.
