Narrative:
I was sitting at R45 and noticed a limited data block at FL220 at 44's western boundary coming toward my sector. I looked over at 44's scope and realized he did not have a full data block on the aircraft entering his airspace; so I brought his attention to the limited data block; a few seconds later when the aircraft was one to two miles inside his airspace; 32 pvded the aircraft onto his scope and called with a point out. This happened because sector 29/32 now has a shelf since we assumed nct's airspace FL200 to 230 requiring 29/32 to make many more new point outs running into the side of sector 44. Recommendation; number 1 give nct back the airspace so there are not three ZOA sectors with major shelves. Number 2 redesign many of ZOA's sectors to eliminate this shelf that runs through three busy sectors. Number 3 increase staffing so there can be d-sides and a third person to make sure these additional duties are accomplished.
