Narrative:

When I called dispatch; they asked how much fuel I wanted for landing. Was 28K ok? I responded that I wanted to change the route to go over xxxxx and I wanted to compute the plan without using computer specified altitudes; stars and climb points. Climbs to be at two thousand foot intervals. After the flight plan is done I want to know the fuel it wants to land with and if I want; then; I will change the fuel. I also advised that ZZZ was going to be landing to the west so I wanted to plan the yyyyy STAR. I wanted the crossing altitude at zzzzz to be 13K. He came back with the flight plan landing fuel to be 26K and 4K taxi. I asked and confirmed numerous times that the yyyyy STAR was used and he confirmed. When I entered the flight plan into FMC it showed me to be 4k short on fuel. Knowing the FMC was right; I called dd on satcom and informed him that his flight plan was aaaaa direct the airport and that was the reason for the 4k shortfall. He said he did not know how to change it and so I left with the concurrence of the other crew members to land at ZZZ with 22k or 4k short. We landed 4k short with 22k fuel. Also; on a second point there is an enroute NOTAM that says when going over xxxxx you should be south on the way to XXX. We violated this as the flight plan took us north. I sent a message to dispatch over russia and it was never answered.im tired of these cat and mouse games. Next time there will be delays. I have the flight plan if there is a need to see it.
