Narrative:

Flight was dispatched by me from pit to sat with the first officer master caution light out. The MEL, corrective time limitations, shows item as a category a item. Category a reads as follows: 'items in this category which currently have time assigned to them such as the P/a system, must be repaired within 15 hours domestic or 25 hours international operation. These items must be repaired within the times currently stated in the remarks and/or exceptions column of the MEL document. If the item also contains the phrase 'shall not depart...,' that phrase will be ignored and the fixed time will determine maximum deferral interval. This category also includes the non-dispatchable 'no-go' items.' the last statement is where the confusion occurred and the flight was released with MEL.

Narrative: FLT WAS DISPATCHED BY ME FROM PIT TO SAT WITH THE F/O MASTER CAUTION LIGHT OUT. THE MEL, CORRECTIVE TIME LIMITATIONS, SHOWS ITEM AS A CATEGORY A ITEM. CATEGORY A READS AS FOLLOWS: 'ITEMS IN THIS CATEGORY WHICH CURRENTLY HAVE TIME ASSIGNED TO THEM SUCH AS THE P/A SYS, MUST BE REPAIRED WITHIN 15 HRS DOMESTIC OR 25 HRS INTL OPERATION. THESE ITEMS MUST BE REPAIRED WITHIN THE TIMES CURRENTLY STATED IN THE REMARKS AND/OR EXCEPTIONS COLUMN OF THE MEL DOCUMENT.
