Narrative:

Flying light transport into pittsburgh, allegheny co airport (agc), we were cleared for a visual approach to runway 28. The ILS system, approach lights and runway end idents were out of service. By accident we lined up to the obvious runway at about 8.5 mi out. (Runway 28 lights were at a reduced setting). At about 50' or over the number the tower advised us of the mistake, but cleared us to land on runway 31 instead. He also advised us that 31 was only 3824' long. I advised the captain of the shorter runway length. He decided to land on 31 anyway. A safe normal landing was made. The runway meets 91 regulation, but did not meet 135 regulation we were operating under.

Title: ATC LTT MADE APCH TO AND LNDG ON ILLEGAL WRONG RWY.

Narrative: FLYING LTT INTO PITTSBURGH, ALLEGHENY CO ARPT (AGC), WE WERE CLRED FOR A VISUAL APCH TO RWY 28. THE ILS SYS, APCH LIGHTS AND RWY END IDENTS WERE OUT OF SVC. BY ACCIDENT WE LINED UP TO THE OBVIOUS RWY AT ABOUT 8.5 MI OUT. (RWY 28 LIGHTS WERE AT A REDUCED SETTING). AT ABOUT 50' OR OVER THE NUMBER THE TWR ADVISED US OF THE MISTAKE, BUT CLRED US TO LAND ON RWY 31 INSTEAD. HE ALSO ADVISED US THAT 31 WAS ONLY 3824' LONG. I ADVISED THE CAPT OF THE SHORTER RWY LENGTH. HE DECIDED TO LAND ON 31 ANYWAY. A SAFE NORMAL LNDG WAS MADE. THE RWY MEETS 91 REGULATION, BUT DID NOT MEET 135 REGULATION WE WERE OPERATING UNDER.
