Narrative:

Aircraft X was landing msy; handed off and communications switched to new orleans approach at FL110 deviating for weather. Aircraft Y was a gpt departure climbing to the west also deviating for weather. I climbed the aircraft Y not realizing that the aircraft X was going to deviate so far north. I called traffic and expedited the aircraft Y's climb through FL120. Pilot reported aircraft X in sight; but when I issued the 'maintain visual separation clearance' I didn't receive an adequate response from the pilot; only the assigned altitude. I requested a d-side due to all the weather and coordination involved at the sector as it became more complicated and was given one as soon as one was available which ended up being minutes before the event. Recommendation; there isn't a whole lot I can suggest in this situation since the biggest problem was weather.

Title: ZHU described a loss of separation event between a MSY arrival and departure after transferring the arrival to MSY while still on weather deviations; visual separation was attempted; but not formally completed.
