Narrative:

I was performing on the job training on local control 1/2. My developmental instructed a decathlon to luaw on runway 7R for traffic landing runway 16. The decathlon read back 'cleared for takeoff'. I caught the incorrect read back and instructed the decathlon to luaw again which he read back correctly. [My] recommendation [is that we] revert luaw phraseology back to tiph. Never have I had an aircraft mistake a tiph clearance for a takeoff clearance. The only incorrect read back I received from tiph was 'hold short' which doesn't pose a safety issue. I've had several aircraft; as have many others in my facility; mistake luaw for a takeoff clearance.
