Narrative:

When I arrived at gate; ground power was never made available. I was on the airplane 20-25 minutes after its arrival and I passed the information onto the mechanics who boarded after the passengers had deplaned. At some point in time; even thought the APU was providing air; someone plugged in ground air contrary to our limitations. Procedures and actual operations are out of alignment. Either change the policy or provide staffing and train that staff to plug in ground power; wait for us to turn off APU air; then turn on ground air.
