Narrative:

Upon arrival at gate; the forward cargo door was opened by somebody on the ramp immediately after setting the parking brake and before the number 2 engine was shut down. At best; I would be once more guessing why this event occurred again. The relevant person to explain this occurrence would be the individual who opened the door on the ramp. It is hard to understand why someone would be willing to risk their life by being sucked into a jet engine just to be eligible for a $50 triple play bonus. My best suggestion would be to change fom policy to prevent anyone from approaching the aircraft until the beacon has been turned off. This procedure is already in effect at ZZZ however; it is probably because ground operations at ZZZ are handled by a contractor. In reality; nothing is going to happen until somebody gets sucked into a jet engine.
