Narrative:

We were unable to land at our destination due to low ceilings and visibility. [We] proceeded to a new destination upon consulting with dispatcher. Arrived with 5.5 of fuel remaining and felt that declaring emergency due to low fuel was the only way to not encounter double downwind vectors that would invariably result in lower fuel at the initiation of the approach and possible missed with who knows how little by then. Declared emergency shot approach to the runway and proceeded to the gate without further incident.
