Narrative:

A crj was routed Q4.boile to kbfl level flight at FL380. A B737 routed ...trm. Blh.ARLIN4.kphx at FL410. I issued the B737 cross scole at FL250 as required by abq/ZLA letter of agreement. This action placed the B737 in conflict with the crj. I became aware or the conflict and was delayed in resolving the conflict because of a lengthy pilot read back. Recommendation; Q4 routing is rarely used. The Q4 routing creates a conflict with aircraft over blh. The standard routing is J212 decas.pmd. This routing moves the routing north of blh resolving conflicts with east bound traffic over blh. Q4 should be removed from use as it is hardly used.
