Narrative:

Residential airpark; with a one way in and one way out runway; while landing on runway 27 and on very short final approach with a slight tailwind. While initiating the landing flair a 4 wheel atv entered the runway from a private taxiway at the touchdown point. The atv was operated by an airline captain who first looked at my aircraft as it approached then proceeded to enter the runway zone; then zig-zagged back and forth onto and off the runway; as if in a game of chicken. He then proceeded westbound along the runway edge which was very distracting to me. This individual consistently rides his atv on the runway and has on several other occasions entered the runway while I have been on close in final approach; in the past I have had to go around or go over him to avoid a potential collision. On this occurrence because I did not know the atvs intentions and it appeared that the atv was going to continue onto the runway into the touchdown zone; being low and slow with full flaps. In the final landing phase flair I added power and had to slightly climb to avoid what would have been a collision. This extended the landing distance substantially. This individual is a neighbor that does not like us and has threatened me verbally and harassed my family over several years; we have filed several police reports over the years.
