In climb to FL380 as filed; after ptj cleared direct bjx; at FL368 TCAS alert; reduced range to 20 NM; TCAS commanded descend. [I] disconnected autopilot and complied with TCAS; then center issued left heading 270; traffic crossed left to right at FL370.

Title: A319 flight crew experiences a TCAS RA at FL368 during climb from MMEX and descends. The Controller issued a late turn instruction which the crew believed was in the wrong direction.
Narrative: In climb to FL380 as filed; after PTJ cleared direct BJX; at FL368 TCAS alert; reduced range to 20 NM; TCAS commanded descend. [I] disconnected autopilot and complied with TCAS; then Center issued left heading 270; traffic crossed left to right at FL370.
