Narrative:

A B737 was cleared to descend via the ELDEE5 (ELD5) arrival. At pooch; the aircraft asked me when he could expect to be vectored. This made me believe that he was not on the ELD5. I confirmed he was on the ELD5; then stated that he was below the STAR assigned altitude for pooch (11;000) and assigned the B737 9;000. The B737 entered manne sector airspace when he descended below 10;000 at pooch. He reentered luray airspace about 5 miles east of pooch. Rest of operation was standard. Recommendation; airlines resolve whatever issue in the cockpit that is causing them to descend incorrectly on the ELD5 arrival.
