Narrative:

I was training a new cpc on ground control 1. Because of the 1R/19L closure; all runway 30 departures must taxi west on 'foxtrot'. Ground control 1 has taxiing lane foxtrot from the ramp tower. We were taxiing lots of aircraft west of fox. The ramp will push aircraft to exit at E1; E2 and E3 short of F and switch them to us (ground control 1). The aircraft call us. We have them join in the sequence were it works best in the sequence with aircraft taxiing west on fox. There were 2 rj's on E2 short of fox. The first one we had join in behind another aircraft taxiing west on fox. Air carrier X was that second aircraft in line at E2 short of fox. Well once the first aircraft joined fox; air carrier X joined fox as well. They just exited the ramp and joined fox in front of other taxing aircraft. We gave no instructions to air carrier X. We called on the frequency and on guard; no answer. Once air carrier X made it to F short of Z ground control 2 was able to get a hold of them. Ground control 2 said that air carrier X said that the ramp tower taxied them via fox to spot 86 (F short of Z). The ramp tower called over a second later and said that was not true. I turned to the flm and told him this was the second aircraft taxing without a clearance on F. I advised the flm that the pilot said the ramp taxied them; but that the ramp said that was not true. I ask the flm to investigate as this was the second aircraft to do this. I wanted someone at the facility to listen to the tape of the ramp and find out what happened.

Title: IAD Controller described multiple unauthorized taxiway entry events indicating the possibility that Ramp Control was issuing inappropriate taxi clearances.
