Narrative:

An E190 was issued the SFO8 departure; and taxied to runway 28L for departure. After being cleared for takeoff; the E190 began a right turn contrary to the SID as depicted for runways 28. I asked the pilot what they were doing and they said turning to 030 heading. A 030 heading on the SFO8 is for departures from runways 1. I continued the pilot in a turn to a 040 heading to mimic the shoreline 1 departure as I felt it was much safer than turning the pilot back toward mt. San bruno. My coordinator coordinated with nct what we were doing. No other aircraft were involved and no separation was lost. Note: the shoreline 1 departure could not be advertised and issued due to the lowered ceilings.

Title: SFO Controller described a wrong turn initiated by a SFO8 departure aircraft; noting a further turn was issued to simulate the Shoreline SID given the obstruction northwest of the airport.
