Narrative:

[I] was in contact with ATC on approach to watsonville (wvi); localizer 02. Airport was reporting 1;500 ft overcast. I passed nalls intersection over the ocean at 2;300 ft; switched frequency from ATC to watsonville CTAF; and began the descent to watsonville. I was expecting to break out of the clouds at 1;000 to 1;500; but the fog was solid over the water. I saw the water beneath me; and realized I had inadvertently descended well below the 680 ft minimum. I executed a missed approach; contacted ATC; climbed above the clouds; canceled IFR; and flew to hollister (cvh); where it was clear. I landed at hollister.

Title: A C150 pilot descended below minimums during a LOC 2 approach to WVI. Upon seeing the ocean at 300 FT a go around was initiated with a diversion to a VMC airport.
