Narrative:

A B737 turned off the TERPZ2 departure early with no warning. Even though there was weather in the area it was not a factor in the pilot deviating off course. This is the third such similar incident that has occurred in the same location that I have seen. The aircraft FMS is causing it to skip the wonce fix and fly to the next fix; which puts the aircraft in conflict with crossing traffic. This is a reoccurring problem and is a very unsafe situation that needs to be addressed. Recommendation: the TERPZ2 should be suspended and be redrawn to take these aircraft characteristics into account.

Title: PCT Controller expressed concern regarding multiple unexpected turns made by aircraft assigned the TERPZ2 SID; suggesting the FMS may be programed and/or configured incorrectly.
