Narrative:
During a maximum power takeoff on runway 14 in anchorage; we experienced a windshear at approximately 200-400 ft AGL. We performed the windshear recovery procedure; and we issued a PIREP to anc tower. This encounter lasted approximately one minute. After exiting the windshear; we proceeded to clean up the aircraft configuration; and shortly thereafter; entered an area of severe turbulence. We were at approximately 4;000 MSL; and the aircraft was difficult to control. This second encounter last less than one minute. We climbed the aircraft to FL210; and again issued another PIREP. We contacted ATC; the company; and maintenance; and then made the decision to land at the nearest suitable airport. We declared an emergency; and were vectored to dump fuel. We received ATC vectors; and landed runway 14. We experienced a positive airspeed gain of 30 KTS on short final.

Title: MD11 pilot experiences windshear shortly after takeoff from ANC and performs the windshear escape maneuver. At 4;000 FT severe turbulence is encountered resulting in control difficulties. After consultation with the Company; the crew elects to land. On short final a positive airspeed gain of 30 KTS is experienced.
