Narrative:

N90 did a configuration change for jfk metering without coordination with ZOB. I believe this is at a minimum a procedural error but maybe an operation error due to the fact this change in the metering changes the times on the controllers data block. Per the 7110.65 you are not allowed to make changes to a data block that you do not have track control without prior coordination. Management is aware of these types of events but consistently ignores the deviations. Recommendation; cease and desist the use of tma until such time the agency provides clear and defined procedures and training.
