Narrative:
Inspection measured a high pressure turbine module per pw engine manual 72-52-00-00; page 14 in the running position; as specified in engine manual. Module failed 2(a); (B); [and] (C) measurements. Measurement was 0.109; maximum limit is 0.102. Inspection then did measurement of all 40 [duct] segments; to verify that it failed; noted on inspection's non-routine discrepancies. Module failed those measurements too. Inspection wrote it up. Engineer X had it measured again; but in a maintenance stand; measurement recorded was 0.084 and said it passed. Per engine manual; module is only to be measured in running position.

Title: An Engine Shop Inspector reports a company Engineer has ignored Inspection procedures and results of Inspection measurements indicating a PW-2000 engine high pressure turbine module had exceeded the maximum allowable clearances between the high pressure turbine's outer shroud inner duct segments and the high pressure turbine T-1 and T-2 (1st and 2nd stage) blade tips.
