Narrative:
[We were at a] normal cruise at FL360. No significant weather or turbulence. Both pilots in seats and one off line pilot in the observer's seat. First indication was a 'select fadec altitude' alert. Got out QRH to address the message and subsequently received 'engine 2 RPM low' message. That is when we noticed that the #2 engine had flamed out. Ran appropriate check lists; descended to start envelope altitude of FL280; declared an emergency and restarted engine. Started normal and ran normal to touchdown. During descent and with anti ice on; the #2 bleed system would not work. Packs shut down; bleed air shut down and anti ice valve would not open.

Title: An MD-11 flight crew suffered the flame out of the #2 engine just prior to descent to their destination. A successful inflight restart was accomplished after descent to an appropriate altitude. Later in the descent the #2 engine bleed system failed.
