Narrative:

I was on a training IFR flight to omn. I requested the VOR 16 full approach into omn. As I was nearing omn; I was told to track inbound on the final approach course to omn. I was then cleared for the VOR 16 approach into omn and given a frequency change to omn CTAF. I thought this meant I was cleared for the full approach into omn as requested. After crossing the VOR and tracking the course outbound; I was contacted by an unknown individual on the CTAF frequency requesting that I contact daytona approach. I switched over to approach and then was queried as to whether I was flying the published missed. I informed the controller that I was getting ready to complete the procedure turn for the full approach. The controller informed that I was not cleared for the approach and gave me new instructions.

Title: SR20 requesting a full VOR 16 Approach into OMN was questioned regarding his attempt to complete the procedure turn after being instructed to track inbound on the final approach course.
