Narrative:

Controller vectored us right over a mountain top; 3 miles northeast of okain intersection on the approach at 3800 ft. We got a terrain pull up event night IMC. The weather was marginal VFR as we were in the snow storm from sfo now over san. It was the end of a long duty day with icing; thunderstorms; and moderate turbulence. These schedules are onerous and now we have to deal with this event. We called ATC and they said that it was a legal altitude for them and that they will not raise it to avoid this in the future due to pressure from the airlines not to have people to high. This event will happen again as no resolution came from the call with ATC. Suggest just 200 ft more to 4000 ft and this could be avoided possibly in the future.
