Narrative:

Aircraft X departed runway 19 on the SHEAD7 departure. He called up climbing to FL190; and was told radar contact. Less than 3 miles south of the runway; aircraft X was showing 10;300 MSL. Daggett controller verified altitude. Air carrier Y was descending on the arrival to 9;000 MSL; with aircraft X less than 3 miles in front. Daggett controller turned aircraft X to a heading of 180 to avoid further traffic and advised him of the altitude restriction. Aircraft X was given number for pilot deviation. Recommendation; climbing to FL190 via the departure is a new procedure at las. Aircraft are calling climbing to 7;000; the hold-down restriction at roppr; climbing to FL190; and on occasion climbing to other various altitudes. The latest effort to ensure aircraft are climbing correctly is to issue pre departure clearance clearance using the phrase 'comply with restrictions.' aircraft X received this clearance and still disregarded the altitude restriction. To prevent this occurrence; departure controllers can reiterate climb with restrictions on initial contact; but this seems redundant. Educating pilots on RNAV procedures may be necessary to ensure understanding across the board.
