Narrative:

We had had another runway incursion with an arrival aircraft crossing 19C. This is at least the second in 1 year with an aircraft on short final. The problem is that our SOP doesn't tell how to taxi 19R arrivals to the ramp. There are too ways to taxi 19R arrivals to the ramp.1. 'Taxi U;T;Q and don't cross the runway'. 2. 'Taxi W2; W3 or W4; and cross 19C'. There is no reason to cross the 19R arrivals across 19C with aircraft landing 19C. You can just taxi around it. Pct will not provide gaps on the 19C final to facilitate the crossing. This is because we only land 19R in a arrival bank. So 19R is packed with arrivals. 19C has arrivals 2.5 miles in trail. It takes longer to hold short of 19C and cross; then it does to taxi around 19C. Recommendation; mandate that 19R arrivals taxi U;T;Q to the ramp if there are aircraft on final or landing 19C.
