Narrative:
Aircraft X initially called in from approximately 10 NM northeast of pdk at 3;900 ft. I observed pertinent traffic on the racd and immediately responded to his initial call issuing a traffic advisory of an aircraft 11 to 12 o'clock; 3 miles; east-southeast-bound at 3;400 ft indicated. Aircraft X reported looking for traffic. In my judgment at the time; the traffic appeared extremely unlikely to become a factor and I shifted my focus back to operations on the runways. I heard conflict alert (ca) from the racd and looked up; observing aircraft X in close proximity to the previously called target. Aircraft X reported responding to an RA. I advised that on the radar; the previously called traffic appeared 3/4 miles south of his position and he clarified that the traffic had just passed 400 ft below from his 12 o'clock position. Recommendation; traffic most likely should have been issued prior to aircraft X being switched to my frequency.
