Narrative:

We flew the river approach to runway 18 and were cleared to land. However there was an mdt also cleared to land on runway 15 to hold short of runway 18. We were told about the mdt by tower, and therefore refused our landing clearance and went missed approach. We do understand that washington national has a unique situation and that they have a letter of agreement with the mdt operators to hold short of runway 18 when landing on runway 15. This is well and good however it only takes one mdt to be unable to hold short at the last second and we now have the makings of a major problem. This practice could be an accident looking for a place to happen and the place will be at the intersection of runway 18 and runway 15.
