Narrative:

I relieved another controller from R47/48. When I took over there were two aircraft in close proximity to the 'chesson' area; an area usually released to us when w177/w161 are cold. I noticed that the chesson area at the time was not in a released status on the sia (status information area) board.I called the sector that owns the airspace and they said it had not been released. I'm not sure if the controller pointed these aircraft out or if they even warranted a pointout. The problem with this is half of this warning area is in our sector and is usually released; so a lot of people consider it is [released] when it isn't. The solution I have is when w161/w177 are cold this area should always be released to us because it is more or less in the confines of our sector.

Title: ZJX Controller reported when taking a position; wasn't sure if traffic near Chesson area needed pointout; or whether airspace had been released.
