Narrative:

After departing the captain (pilot flying) called for flaps up climb power. I (pilot not flying) did as requested. Shortly thereafter; as we were climbing; I could feel that the plane was not pressurizing correctly. The no mode light came on and the flow light was on. Both pack's had shutdown. I strongly believe that both packs were in the automatic function. The position of both knobs was lined up with the 'colored triangles'. We leveled off at 10;000 ft and ran the QRH to rectify the situation. The captain elected to return to the departure airport.

Title: A MD80 took off and did not pressurize with the air-conditioning system properly configured; apparently both packs failed.
