Title: An aircraft Mechanic reports finding another B-777 aircraft fuselage tail section spring loaded blow-out panels sealed with sealant. The sealant prevented the panels from opening outward to relieve excessive pneumatic pressures. The aircraft was the tenth B-777 airplane that came from a recent vendor overhaul with the same problem.
