Narrative:
A citation was not on tower frequency prior to losing lateral separation with a crj on runway xxl. The crj aircraft was broken off [of] the approach once it was determined the citation had not checked in. Monitors were in place and watching the scenario but failed to recognize the citation had not checked in. Citation was not on final frequency. Training [indicated for] both sectors.

Title: CLT Controller described a loss of separation event during simultaneous operations when one of the involved aircraft was not changed to the Tower frequency prior to losing lateral separations.
Narrative: A Citation was not on Tower frequency prior to losing lateral separation with a CRJ on Runway XXL. The CRJ aircraft was broken off [of] the approach once it was determined the Citation had not checked in. Monitors were in place and watching the scenario but failed to recognize the Citation had not checked in. Citation was not on final frequency. Training [indicated for] both sectors.
