Narrative:

On approach we selected flaps 1. Immediately after movement of flap handle; flaps locked out. Minimal asymmetry indicated on gauge; with flap needles just out of 'up' but virtually still 0. QRH procedure accomplished; emergency declared and advisory landing distance checked. In consideration of impending 0 flap landing and current weather conditions (IMC in snow; braking action fair; and conditions changing rapidly) we determined it was not ideal.per ATC; the airport was VMC; no contamination; braking action good; and a runway length of 10;000 ft. We requested direct the airport and requested crash fire rescue equipment. On approach the leading edge devices extended with alternate system per QRH. [We had a] normal landing. Crash fire rescue equipment checked aircraft and brake temperatures while stopped on runway. With all ok; we taxied to ramp area and ultimately the gate.maintenance advised of a #3 flap skew sensor failure resulting in flap lockout.

Title: An Airbus flight crew declared an emergency and diverted to a VMC airport with a longer runway when the flaps locked out immediately after selected.
