Widebody transport X sfo direct czi-1-ewr was northeast bound climbing to FL330. Widebody transport Z was FL310, J7 fmg J7 reo-1-yyc. When judging climb rate, it seemed there would be no factor. Widebody transport X's climb began to flatten out at about FL300. Turns were issued to both aircraft, mainly to buy time until widebody transport X was level. When it became obvious that widebody transport X was not going to reach FL330, further turns were issued. Turns were insufficient for sep.

Title: LESS THAN STANDARD SEPARATION WHEN ACR-WDB CLIMBED THROUGH THE ALT OF ACR-WDB WITH LESS THAN REQUIRED LATERAL SEPARATION.

Narrative: WDB X SFO DIRECT CZI-1-EWR WAS NE BOUND CLBING TO FL330. WDB Z WAS FL310, J7 FMG J7 REO-1-YYC. WHEN JUDGING CLB RATE, IT SEEMED THERE WOULD BE NO FACTOR. WDB X'S CLB BEGAN TO FLATTEN OUT AT ABOUT FL300. TURNS WERE ISSUED TO BOTH ACFT, MAINLY TO BUY TIME UNTIL WDB X WAS LEVEL. WHEN IT BECAME OBVIOUS THAT WDB X WAS NOT GOING TO REACH FL330, FURTHER TURNS WERE ISSUED. TURNS WERE INSUFFICIENT FOR SEP.
