Narrative:

Aircraft X; an E110; was inbound to buf from roc approach descending to 6;000 ft. Upon entering buf approach's airspace I gave aircraft X descent instructions to 4;000 ft; which the pilot read back. I then gave aircraft X a vector of heading 325 degrees for the ILS runway 23 approach; which he read back '[callsign] two five.' the pilot then continued his descent to 3;100 ft in an MVA of 3;500 ft. When he asked me if he was cleared to 2;500 ft; I responded by telling him; 'climb and maintain 3;500 ft' to conform with the MVA in that area. The pilot called the airport in sight 15 miles east of buf when I then cleared him for the visual approach for runway 23 and then handed him off to buf tower.
