Narrative:

Aircraft had multiple write-ups for right propeller gauge issues; which were documented as rectified in the aircraft logbook. After being assured by maintenance that the aircraft was airworthy; we deemed that we had no choice but to accept the airplane; given the apparent corrective action to the propeller gauge problem. Climbing through 8;000 ft; we had the same issue; and after contacting company we were told to return to the departure airport. After the air return; maintenance fixed the issue again; and after over an hour delay we were assured the aircraft was actually fixed. We re-boarded the passengers; and left the gate again. On taxiway left; the right propeller gauge failed again. One again we returned to the gate. We were instructed to contact the tower at this time; who informed us that this was a recurring issue that was becoming a problem for them as well. This is one of many examples of this air carriers maintenance pencil-whipping fixes in order to get airplanes airborne to appease the company; without taking into consideration the safety of the passengers; the aircraft or the flight crew. This type of action by maintenance is unacceptable and dangerous.

Title: A BE1900 returned to the gate three times with the same propeller gauge problem and each time maintenance signed the malfunction off as repaired. ATC complained about the air and ground returns.
