Narrative:

A C208 departed xxl. Abeam the tower the C208 stated that he needed to return to the airport. I observed the starboard engine cowling open. I checked the runway and saw that two vehicles were on the departure end of xxl. Local control trainee cleared the aircraft to land yyl or yyr. Instructor told the C208 to go around at which point the aircraft was mid field at about 20 ft. Pilot landed with no further incident. I'm not sure that much else could have been done other than to have instructed the vehicles off the runway immediately. From my perspective this was an emergency situation and was treated as such.

Title: During an OJT session both the developmental and instructor provided different perspectives on an event involving an aircraft returning to the airport with equipment problems and landing with vehicle still on the runway.
