Narrative:

The teb 6 SID was issued. The teb DME was OTS so we referred to the non-DME equipped aircraft column. When I read it I read it as cross the col-011 radial at or above 1;500 MSL. After an ATC inquiry and reviewing the procedure I then learned I was to cross that radial at 1;500 MSL then climb to 2;000 MSL. The occurrence will be used as a learning experience for myself and my other crew member so that this does not happen again in the future.

Title: A Corporate pilot reported departing on the TEB 6 SID with the TEB DME out of service and crossing the COL 011 Radial about 1;500 FT when he should have been at 1;500 FT crossing then climbed to 2;000 FT.
