An A320 advised that flight deck observed an emergency vehicle drive across the landing runway while aircraft was on landing roll. No alerts from adse/X; and aircraft exited the runway in a normal manner. Recommendation; fix adse/X. Train vehicles to be more observant of active runway/s.

Title: JFK Controller described an unauthorized runway crossing by an emergency vehicle; noting the ADSE-X did not detect the infraction.
Narrative: An A320 advised that flight deck observed an Emergency vehicle drive across the landing runway while aircraft was on landing roll. No alerts from ADSE/X; and aircraft exited the runway in a normal manner. Recommendation; fix ADSE/X. Train vehicles to be more observant of active runway/s.
